These sleezeballs are making sure that it has to be phrased as, "Opt out" instead of opt in. They don't want states to have to do anything to be forced in, but make it very difficult to not be in.

Are these people for real? the state "opt-out" provision is hollow, why would any state "opt-out" of receiving benefits that the citizenry of the state still have to pay for?
