Please join our team of dedicated activists to take our country back. We will focus our political activism primarily on local politics.  We will influence state and federal legislation through emails, calls and petitions; but, taking back our local governments is a necessity for true representation.  This is how we can Save our Republic.

Local Grassroots Development

◊ Become a C4L Local Coordinator

Take ownership of the Campaign for Liberty and its place in politics by paying your annual dues.  Then, become a local coordinator. This crucial step allows for you to receive grassroots training; which provides an opportunity to understand your local political landscape while teaching you how to win.  This is accessible through the dashboard of all local coordinators.

◊ Attend Meetings

Attend local political parties, school boards, water boards, city/town councils, etc... .  Place your meeting's information on your county calendar on this C4L website and the Meetup.com Virginia Campaign For Liberty group--http://www.meetup.com/Virginia-Campaign-for-Liberty/ .

◊ Dress for Success

It never hurts to be the best dressed in the room, but it does to be the worst dressed

◊ Leave controversial issues that will marginalize you at the door

Do not discuss issues that have little or no relevance to governance or local issues

◊ Be professional and respectful

What you say or do as a representative of Campaign for Liberty is a reflection of the organization.

◊ Get the local C4L members to attend with you

Be successful in encouraging C4L members and friends to attend your meeting.  Begin by attending yourself and reporting back to C4L with a blog.  Blogs are read by a lot of people and your encouraging words will persuade others to do the same.  Email and call to remind members about meeting time and place

◊ Get to know your local issues

Recognize the leaders in the room, and get to know them on a personal level through personal conversation.  Recognize local issues that you have in common, like taxes, property rights, civil liberties, water issues, etc..., and develop alliances with members

◊ Organize political activities around local issues

Be a leader and organize political activities around these common local issues .  Walk your local streets with informational flyers, about these local issues, have informational booths at farmer's markets and community events.  Report back your success to the members of your meetings, write a blog and tell C4L about it.

If you are active in a political party work for it, find those issues and candidates that your can agree with and focus your political activities on them.  You will earn the respect and trust of the established local party leadership for your organizing.  Work harder then anyone.

◊ Influence your local governance

Be your local political activists for the cause of Liberty.  When there are local issues, be known as the group that is willing to hit the streets and make a real difference.  When ever there is an issue of importance, let the local establishment know that there will be local grassroots organizing.  With a few local victories, you will have successfully influenced your local governance.  With influencing local politics, you have established yourself as a local leader, your neighbors and friends will expect you to have information about local issues.  You will be expected to lead.  You are now a political leader.  This is the key

Should you become the precinct walkers and political activists of your local party, you will have real influence on party politics.  The local party can only mobilize on issues that are in alignment with you and Liberty.

◊ A true leader makes more leaders

Encourage others to do the same.  Find the other "go getters" and encourage them to organize in their local districts.  Compare notes with them, on what works and what doesn't work.  Learn from each others mistakes to build and forge stronger relationships.

"The Spring Rite of Virginia Politics!"

The Shad Planking traces its origin to the early 1930s when a group of friends gathered together at Wrenn's Mill in Isle Of Wight County during the spring running of the shad in the James River.

They planked the shad after the tradition of native Virginia Indians and they talked politics after the tradition of their fathers before them.

As the tradition grew, the Wakefield Ruritan Club assumed sponsorship of the event in 1949. Generations of Virginia politicians have attended and addressed the Shad Planking gathering.

The gathering is truly a unique assembly of the many and varying views of the people and politics of Virginia. It has come to be an important event in the political life of the Commonwealth.

Fee for the booth is $25.

Dear Friends of Liberty,

Senate Democrats, Saslaw and Marsh, continue to violate their own rules to prevent an up-or-down vote by the full Courts of Justice Committee on HB69, the Virginia Firearms Freedom Act. Such a vote would force Democrats to choose between their anti-gun position and the cold hard reality of the fact that a recorded vote in strong pro-gun districts would make them vulnerable in Senate elections coming up in 2011.

Yesterday, Senator Mark Obenshain tried to get a committee vote on HB 69. Chairman Marsh was so flustered that his political superior Senator Saslaw took over the committee and ruled all Senator Obenshain's motions out of order.

Senator Obenshain then challenged the rule of the chair and lost 12-3. All Senators except, Hurt, McDougle, and Obenshain voted wrong. Senator Saslaw then tried to get the clerk not to record the vote.

Some 30,000 tea party activists had requested assistance from the House to resurrect HB69. But Speaker Howell and House Majority Leader Morgan Griffith refused to substitute the language of SB501 with the language of HB69 stating "the bills are not germane".

Meanwhile, a Conference Committee of both House and Senate legislators have no problem violating the "one subject" rule, Article 4, Section 12 of the Virginia Constitution by embedding fee increases, a euphemism for raising taxes, in HB30, an appropriations bill.

The state legislature makes it clear they are willing to violate Senate rules and even the Virginia Constitution to strip citizens of their lawful rights and to raise taxes in spite of campaign promises not to, but back down from perfectly legal maneuvers to protect states rights and individual liberties with an up-or-down vote on bills they don't like.

There is only one option left and that is to use a rare Senate procedure on the floor to get a recorded vote on HB69.

Senator Jill Vogel has agreed to do this.

She has not disclosed exactly how she will do it but she agrees that it is critical that you contact your Senator and urge them to support her efforts to get a vote on HB 69 on the Senator Floor.

The biggest excuse against doing this will be that there is no precedent for such a maneuver. That may be true but there is no rule preventing it either and such transparent hypocrisy by legislators cannot be tolerated. It is outrageous that Senator Saslaw and Marsh have conspired to deprive us of a vote by breaking Senate rules.

That's right!

The Senate rules say that the subcommittee that Senator Marsh created to kill HB 69 can only make recommendations on bills, NOT kill a bill.

Please email Senator Vogel with the following message:

 

Dear Senator Vogel,

I understand that you will make an attempt to get a recorded Senate vote on the Virginia Firearms Freedom Act. I want to thank you for agreeing to do all you can to get HB 69 to the Senate floor. I am urging my senator to support you.

It is unconscionable that Senator Saslaw and Marsh have conspired to break the Senate rules by not even allowing a vote on HB 69 which overwhelmingly passed the House.

Senator Vogel is trying to get HB 69 to the Senate floor.

Whatever motions she makes are appropriate for such a time as this.

I urge you not to disregard my sacred liberties. Please stand up to the federal government and the violation of Senate rules by Senator's Saslaw and Marsh by supporting Senator Vogel's effort to get an up-or-down vote on HB69.

Virginia legislators will stop at nothing, even violating the Virginia Constitution, to raise fees, a euphemism for raising taxes, in HB30, an appropriations bill.

The "one subject" rule, Article 4, Section 12 of the Virginia Constitution, has become a perennial point of contention in budgeting, as a Congerence Committee  contrive illegimate tactics to assume revenues in the budget without separate legislation approving tax or fee increases.

Since raising funds, whether by taxes or fees is one purpose, and appropriating money is a separate and distinct purpose, including a provision for raising $76 million in fees to be spent as part of the Appropriations bill violates the one object rule of the Virginia Constitution if the Governor signed that bill into law.

This is not the first time the Virginia legislature violated the "one subject" rule.  In 2007, HB3202, which had everything in it from land use, VDOT reform, retroactive abuser fees, establishment of regional transportation authorities and more, was signed into law.  Not only did HB3202 violate the "one subject" rule but it also gave an unelected body taxing authority. The Supreme Court ruled the measure unconstitutional when Delegate Marshall and Constitutional Lawyer, Patrick McSweeney, challenged the measure in 2008.

Delegate Bob Marshall sent a letter to Attorney General Ken Cuccinelli, asking him to weigh in on whether it would be unconstitutional for the General Asssembly to embed fee increases into the appropriations bill.

Lt. Gov. Bill Bolling (R) has weighed into the budget debate by encouraging the House and Senate conferees to reject certain tax and fee increases, including those that raise property and casualty insurance premium taxes, fees on phone lines, Internet sales taxes and taxes for retailers and manufacturers.

"These are broad based taxes and fees and I believe that increasing them would violate our promise to balance the budget without general tax increases,'' Bolling wrote in a column to supporters Monday.

McDonnell's office has said that the governor could back fees if they're used to fund specific services, but has not expressed an opinion on this particular one.

Dear General Cuccinelli:

An article in the Virginia Pilot* states that an agreement was reached yesterday by budget conferees to tentatively increase state assessed fees by $76 million and apparently to include these new fees in the Budget law of Virginia, as opposed to passing separate legislation.

Virginia's Constitution provides that, "No law shall embrace more than one object, which shall be expressed in its title." VA Constitution, Article, Section 12.

I just learned of the effort to include this large tentative fee increase in the state budget this morning, or I would have requested an opinion from you earlier.

Because of the on-going budget negotiations, an expedited answer would be most appreciated and useful for me and others in order to ensure a regular, predictable and constitutionally sound process in arriving at our Budget.

Senator Marsh's special Senate subcommittee voted to perminantly table Delegate Carrico's HB69, the Virginia Firearms Freedom Act.

Saslaw made no secret of the fact that the subcommittee in the Senate Courts of Justice would effectively serve as an elephant graveyard to bury a host of gun-related bills that included HB69 passed by the Republican-controlled House.

Saslaw also acknowledged that the subcommittee was a form of revenge against its counterpart in the state Capitol and would kill several bills passed by the entire House just as House subcommittees have killed bills adopted by the entire Senate, according to the Washington Post.

"We're going to do just like the House did," Saslaw said. "If it's good enough for them, it's good enough for us."

Lawmakers from both the House and Senate criticized the escalating tit-for-tat skirmishing by which committees composed of a handful of lawmakers in one chamber can kill bills passed by large majorities on the other side of the Capitol.

Virginia Campaign for Liberty is leading the charge with the help of tea party groups in Virginia to put pressure on House Majority Leader Morgan Griffith to amend a bill already passed by the Senate with the language of HB69.  Though he expressed a willingness to offer an applicable substitute, he has yet to follow thorugh with the tactic saying SB501 is not germane and would violate the rules.

Yet the House had no problem violating the single object rule with HB3202 which included everything from land use, VDOT reform, retroactive abuser fees, establishment of regional transportation authorities and more.

Delegate Morgan Griffith has everything to gain by doing all that he can to get the Virginia Firearms Freedom Act on the Senate floor for a vote.  He has much to lose in his bid for Congress if he doesn't.

Dear Friends of Liberty,

Morgan Griffith claims he cannot substitute the language of SB501 with the language of HB69 saying "it is not germane".

Don't be fooled! It is germane if the Speaker says it is.

Both bills deal with the same Code of Virginia and are about firearms.

What else does he need for it to be germane?

Contact Speaker Bill Howell and Delegate Morgan Griffith NOW and tell them it is the will of the people that is at stake and we won't settle for excuses to not do what's right. 

Senator Marsh has set up HB69 to die in his subcommittee which is against Senate rules. The bill deserves to be fully vetted and if the Senate won't do it, it's the obligation of the House to get the bill that they passed with a bi-partisan vote of 70 - 29 on the floor for a vote even if it means it has to be a concurrence vote.

Suggested script:

Dear Speaker Howell and Delegate Morgan,

As you know, Henry Marsh has decided to kill all gun bills in his subcommittee against senate rules. It has been determined that the only way to resurrect HB69, Virginia Firearms Freedom Act, is to offer it as a substitute to one of the senate bills in the House. The VA Campaign for Liberty had only two bills in the General Assembly (HB10, HB69). We will not let this bill go down without a fight and would greatly appreciate your assistance.

We have researched the bills and believe that SB501 is germane. SB501 and HB69 come from the exact same section of the Code 18.2-308 and deal with firearms. I understand that you believe this is not a germane bill. However, I also know this comes down to the ruling of the Speaker.

If I may be so bold, the infamous HB3202 Transportation bill of 2007 was an abomination of a bill that clearly violated the single object rule. It had everything in it from land use, VDOT reform, retroactive abuser fees, establishment of regional transportation authorities and more. It was determined that this bill was acceptable under the single object because it all fell under the umbrella of transportation. What we are dealing with here are two bills that deal with firearms out of the exact same section of the Virginia Code. This is not a stretch at all.

And, I may add, there was a previous ruling that repeal of One Gun a Month was NOT germane to a bill that, as I recall, exempted military personnel from, you guessed it, One Gun a Month.

It is time to use your authority and common-sense to expand liberty instead of hindering it, and limit government, rather than increase it.

Speaker Howell, we are very grateful that you co-sponsored this bill but that means little if you will not use your considerable clout and authority to pass it in the face of Senate machinations.

Delegate Griffith, you have expressed a willingness to offer an applicable substitute. This bill is very important to the VA Campaign for Liberty. We are looking to you to carry this bill over the victory line. It may help those of us who have come to view you as a Richmond operator to view you in a different light.
