I cant take credit for all the analysis here. I teach at an art school (mathematics) and some other professors made observations. I merely elaborate on them from a paranoid libertarian angle.

The drudge report today posted a 54% unemployment rate for todays youth (9/28/09). It is probably alarmist to say that this is an issue.

However the fun comes when you suppose that there is some unrest and the government (left or right) wants to get these folks off the street. The natural thing to do is to give out student loans and let the colleges and universities warehouse them for a few more years at $25,000-45,000 per year. Some proportion of these youth will choose marketable skills like engineering, business, and applied science degrees. Most will watch VanWilder, get drunk, study english, liberal arts, art, and history. Then they graduate 3-5 years later with $100,000-$200,000 in unbankruptable debt and the majority having no marketable skills.

Government (right or left) must now correct a failed policy of the other party and they will plug the holes by making a program for debt-relief and civil employment.The banks will be villanized for lending the money, capitalism and greed will be blamed for rising tuition at college and universities, and the lack of marketable degrees.

Desperate college graduates with financial and addiction issues will be asked to do manual labor, bureaucratic, and enforcement work for government agencies. They will hate banks and they will need a uniform. A uniform will provide a sense of renewal to the graduates. The shirts will be brown. The policies will be green.
