The Board of Commissioners serves as the executive and legislative body of county government. Responsibilities include maintenance of county property and facilities, execution of documents and contracts, authorizing payments of claims, establishing personnel policies, and authorizing drainage and highway infrastructure improvements on behalf of the county. In addition, the Board makes several appointments to various department positions and committees.

The County Council has the ultimate decision-making power over fiscal affairs; approving and fixing annual operating budgets of all county departments, setting priorities for the allocation of public funds, establishing salaries and other compensation, authorizing the expenditure of public funds for specific purposes, fixing tax rates and levies, and authorizing the borrowing of money in the form of bonds and notes.
