House Vote Expected This Week

Lost in all the news of the massive bailout bill that just passed the Senate is another enormous bill, one that increases federal control of public and private land.

Of particular concern to gun owners is that the bill, S. 22, will greatly expand the amount of land controlled by the National Park Service. NPS land is currently subject to a gun ban.

While President Bush took steps in the waning days of his presidency to reverse the ban, the new regulations apply to persons who carry a concealed firearm with a permit. Non-permit holders and open carry are not explicitly addressed.

Another eyebrow-raising aspect of this bill is that it is actually a compilation of over 150 separate pieces of legislation that never passed out of Congress on their own merits.

Senator Tom Coburn (R-OK) successfully held up over 100 of these bills, until anti-gun Senate Majority Leader Harry Reid rolled all of the bills into one so-called Coburn Omnibus and forced it through the Senate in January on a vote of 73-21.

As the House prepares to take up the bill, the Democrat leadership has taken procedural steps to ensure that the measure cannot be amended or altered in any way. That means that if it passes the House, it goes right to President Obama's desk, where it will be signed into law.

Here are a few of the more troubling aspects of the bill:

· It authorizes the federal government to buy private land adjacent to national parks and trails. Such land would be controlled by the NPS, and thus be subject to the gun ban.

· The bill federalizes the Washington-Rochambeau Route, a 650 mile trail that stretches from Rhode Island to Virginia and includes sections of major thoroughfares such as Interstate 95 and U.S. Route 1, and passes through cities like Boston and Philadelphia. The entire trail would fall under the NPS and the gun ban.

· The National Landscape Conservation System groups together millions of acres of federal land and places it under one new umbrella agency. The NLCS was created during the Clinton administration and run administratively since then. S. 22 will codify the system, which raises concerns for hunters and sportsmen. Much of this land is consolidated from the BLM and the Forest Service, which have always allowed hunting and recreational shooting. It is unclear what rules will be promulgated by the new agency and if gun owners' rights will be protected.

· S. 22 strips out small concessions won by pro-gunners in the House last year that would allow state and local law to govern firearms possession and hunting on certain land.

· S.22 allows for NO amendments. Pro-gun members who want to offer an amendment to fully repeal the NPS gun ban are prevented from doing so by the anti-gun leadership.

The full House of Representatives is scheduled to vote on the bill this Wednesday or Thursday.

I'm wondering exactly how the federal government can afford to buy anything. Oh yeah, I forgot, they have a printing press.
Some western states have more federally owned land than privately owned. If anything the government needs to start to sell some of these assets to pay down our monstrous federal debt. But that of course will never happen.

OT, but I remember reading that article when it came out C00kiem0nster...

Even the highest quality marijuana, which certainly isn't grown outdoors, sold in small quantities/not bulk MIGHT be worth half of that. NH is known for claiming ridiculously high street values to their seizures to make it look like they are doing something other than busting high school kids who got caught with their parent's stash. That's besides the point; I would not want to run into these guys without protection.

I received an email from Chuck Cushman of the American Land Rights Association regarding this wicked omnibus bill. I wrote to my senators to no avail. Excerpts from Chuck's email detailing some of the dangers and nature of this omnibus piece of garbage legislation:

A major problem is that S22 is over 1,000 pages long including over 150 separate bills. It’s likely that not a single Congressman has read the entire bill. So there are bills included that your Congressman would likely oppose if they came up as a single bill.

This practice of using omnibus bills puts you in grave danger.

When you call your Congressman (every Congressman can be called at
202-225-3121) you must not only oppose the various land grab portions of the bill, but you need to make a big deal about your Congressman voting for an omnibus bill where he has never read the entire bill.

You need to make an issue of the fact that he is not protecting you or doing his job. If they have not read the bill, they should not vote for it.

Each bill should be considered on its own merits and not as a fruit salad.
Everything we have told you in the past about S22 in the Senate is the same for S22 in the House.

Here are just a few reasons why you should oppose S22.

-----1. S22 puts into law the 26,000,000 acre Babbitt National Landscape Conservation System locking up energy and access to Federal lands. It locks
you out. S22 puts National Park type land use controls over every BLM
National Monuments, Wild and Scenic River and lots of other areas.

-----2. Creates many new Wilderness Areas and Heritage Areas. Millions of acres locked up.

-----3. S22 takes about 8.8 trillion cubic feet of natural gas and 300 million barrels of oil out of production in Wyoming, according to the Bureau of Land Management. The energy resources walled off by this bill would equal our domestic natural gas production for 15 years.

-----4. S22 would spend $1 billion on a water project designed to save 500 salmon in Calif. At $2 million a head, each salmon would be worth far more than its weight in gold.

-----5. S22 would spend $3.5 million to celebrate the 450th birthday of St.
Augustine Florida in 2015.

-----6. S22 spends $250,000 to help bureaucrats decide how to designate Alexander Hamilton’s boyhood home.

-----7. S22 spends $5 million on botanical gardens in Hawaii and Florida.

----- These are only the tip of the iceberg. It goes on and on and on.
There are over 150 different bills in S22. So the total cost will be in the billions of dollars. The regulatory and land use limitation implications of this bill are enormous.



-- Action Items – You must call your Congressman before Feb. 23rd.

-----1. Please join other landowners, users of Federal lands, and rural Americans to defeat the Omnibus Federal Lands Bill – S22. Remember that this bill includes the dreaded 26,000,000 acre Babbitt National Landscape Conservation System.

-----2. Please send a letter by fax or e-mail to your Congressman opposing
the Omnibus Federal Lands Bill – S22. You do not have time to use regular
mail.

-----3. You may call any Congressman at (202) 225-3121. Ask for the staff person who handles Federal lands issues and in particular the Omnibus Federal Lands Bill. Ask for their fax number and e-mail address.


There is no way to overstate how damaging S22, the Omnibus Federal Lands Bill, is to you. It affects everyone and is the largest land grab in the last 30 years. ALRA is sending letters, faxes and e-mails to hundreds of thousands of people.

It must be an all out effort. This is an incredible land grab. Please do your part. Please help build a broad based coalition nationally to stop this incredible land grab.

Not to take it to an extreme guys or gals..but Guns are our last stand against tyranny. Our Founding Fathers had a grasp on the importance of gun rights. We need to focus on protecting these rights. Or leave it to the goverment to handle our safty; Using THEIR guns...that WE pay for...to protect US against US...But when called upon we have to protect the "Nation"(Goverment)...using THEIR guns...WE pay for..etc.
